A working reference for project managers, project executives, project engineers, superintendents, and procurement teams. Definitions focus on how each term applies to material planning, submittal management, and schedule risk on construction projects.

How to use this glossary

Terms are organized into seven sections so you can browse by topic, or use Ctrl+F to jump to a specific term. Many terms have industry synonyms; we include the most common ones because different companies and regions use different language for the same concept.

Procurement schedule

A planning concept that defines when each material on a construction project must be ordered, fabricated, shipped, and delivered to support the construction schedule. Distinct from the construction schedule itself, which focuses on activities and labor, and distinct from the material log, which tracks status of individual items.

Why it matters: A well-maintained procurement schedule is the bridge between what the construction schedule says needs to happen and what the supply chain can actually deliver. Teams that work from a procurement schedule, rather than reacting to material issues as they arise, identify risk weeks earlier and have substantially more mitigation options available.

Material log

A tracking document, usually a spreadsheet or specialized application, that lists every material on a project and tracks status across the procurement lifecycle: submittal approval, fabrication, shipping, delivery, and installation.

Industry synonyms: ROJ Log, Material Status Log, Material Delivery Status Log, Procurement Log, Material Tracking Log.

Why it matters: The material log is the single most-used artifact in construction procurement. Most teams maintain it in Excel or Smartsheet, which works until the schedule changes. Once the schedule moves, every required-on-job date in the log is stale until someone manually updates it, which is when material delays become invisible.

Submittal log

A tracking document that lists every submittal required on a project (shop drawings, product data, samples, mock-ups) and tracks the review and approval status of each one. Required by most construction contracts and typically maintained in Procore, Autodesk Forma (formerly Autodesk Construction Cloud or ACC), or a similar PM platform.

Why it matters: The submittal log is where most teams already track approval status, but it almost never connects to the procurement schedule. A submittal can be approved on time and the material can still arrive late if no one is tracking the gap between approval and required-on-job date.

Required-on-Job date (ROJ date)

The date a material must be on the construction site to support the activity that will install or use it. Typically calculated by working backward from the construction activity start date, accounting for staging, prep, and installation lead time.

Industry synonyms: Required Delivery Date, Material Need Date, Need-by Date, On-site Date.

Why it matters: The ROJ date is only as accurate as the schedule it ties to. When the schedule changes (which happens constantly), every ROJ date downstream needs to be recalculated. Teams using disconnected spreadsheets typically discover the impact of a schedule change days or weeks after it would have been useful.

Lead time

The total elapsed time required for a material to be fabricated, packaged, shipped, and delivered to site after an order is placed. For complex materials such as switchgear, custom millwork, or curtain wall, lead time can range from 8 weeks to over a year.

Why it matters: Lead time is the primary input into when a material must be ordered. Lead times are notoriously inaccurate when based on estimates rather than historical data, which is why post-project lead-time data is a strategic asset for general contractors that can capture it.

Long-lead items

Materials with lead times long enough that they must be ordered well before the construction activity that requires them, sometimes before the project even mobilizes. Examples include switchgear, generators, chillers, custom architectural elements, elevators, and major MEP equipment.

Why it matters: Long-lead items are the most common source of catastrophic schedule delay. Missing the order date for a 40-week-lead switchgear unit can push a building’s commissioning date by months. Most procurement-caused project failures trace to one or two mishandled long-lead items.

Buyout

The phase of a construction project where the general contractor finalizes contracts with subcontractors and suppliers, locking in scope, pricing, and delivery commitments. Typically happens shortly after construction contract award.

Why it matters: Buyout is when procurement risk gets locked in. Decisions made (or deferred) during buyout determine which materials become long-lead exposures and which subcontractors are responsible for which deliverables.

Expediting

The active management of an order in progress, typically by calling vendors and subcontractors to confirm fabrication progress, shipping status, and delivery dates. Expediting is reactive when used in response to a problem and proactive when used as a routine check.

Industry synonyms: Follow-up, Chasing. Most construction PMs describe this work as “following up” or “chasing” rather than “expediting”; the formal procurement term is used more often in purchasing and supply chain functions.

Why it matters: Most teams expedite reactively, after a delivery has slipped or after a missed shop-drawing deadline. The cost of expediting reactively (expedited shipping, premium pricing, idle labor) can run 3 to 5 times normal cost. Proactive expediting catches problems early, when the available mitigation options are cheaper.

Submittal

A package of documents, samples, or product data that a subcontractor or vendor provides for review and approval by the design team before fabrication or installation. Required by the project specifications. Common submittal types: shop drawings, product data, samples, mock-ups, certifications.

Why it matters: Submittals are the gating step before fabrication can begin. A delayed or rejected submittal pushes every downstream activity (fabrication, shipping, delivery, installation) by the same amount of time or more.

Shop drawing

A detailed drawing produced by a subcontractor, fabricator, or vendor that shows exactly how a specific component will be built or assembled. Submitted to the design team for review against the contract documents before fabrication begins.

Why it matters: Shop drawings are typically the longest-lead submittal type, and revisions can add weeks of delay. Materials that require shop drawings are almost always more procurement-risk-exposed than off-the-shelf items.

Product data

Manufacturer-provided technical information about a product, including specifications, performance data, dimensions, installation instructions, and warranty terms. Submitted as part of the submittal process for products that do not require custom fabrication, such as light fixtures, plumbing valves, hardware, and pre-engineered equipment.

Why it matters: Product data submittals typically have shorter approval cycles than shop drawings, but they still gate the order date. Teams that batch product data submittals or defer them in favor of shop drawings often end up creating bottlenecks on items that should have been straightforward.

Fabrication drawing

A drawing used by a fabricator to actually manufacture a component. Sometimes used interchangeably with shop drawing, though strictly speaking shop drawings are submitted for approval and fabrication drawings are released to the shop floor for production.

IFC drawings (Issued for Construction)

The version of project drawings that has been formally released for construction. Subcontractors and vendors use IFC drawings as the basis for shop drawing development and fabrication.

Why it matters: If IFC drawings are released late or are revised after release, every submittal and procurement timeline tied to those drawings shifts. Late IFC release is a frequent root cause of procurement-driven delays on fast-track projects.

RFI (Request for Information)

A formal question raised by a contractor or subcontractor when the contract documents are unclear, incomplete, or contradictory. Answered in writing by the design team or architect of record.

Why it matters: Open RFIs frequently block submittal completion or fabrication. An RFI that takes 3 weeks to answer can delay a long-lead item by an equal or greater amount, depending on what depends on the answer.

Approval cycle

The end-to-end time from when a submittal is sent for review to when it returns approved (or approved-as-noted). Typical contractual approval windows range from 10 to 21 calendar days, but real-world approval cycles often run longer due to revisions, RFI dependencies, and reviewer availability.

Submittal revision

A revised submittal package returned for review after an initial submittal was rejected or required corrections. Each revision restarts the approval cycle, adding weeks of delay.

Industry synonyms: Resubmittal.

Why it matters: Tracking revisions separately from initial submittals is essential for accurate procurement forecasting. Most material logs treat a submittal as approved or not approved, missing the cumulative time impact of multiple revision rounds.

Critical path

The sequence of construction activities that determines the overall project duration. A delay to any activity on the critical path delays the entire project. Calculated automatically by scheduling tools such as Oracle Primavera P6 and Microsoft Project.

Why it matters: Materials tied to critical-path activities carry far higher procurement risk than materials tied to activities with float. Knowing which materials are on the critical path (and which are not) is the basis of procurement risk prioritization.

Float (also: slack)

The amount of time an activity can be delayed without delaying the overall project. Activities on the critical path have zero float. Activities with float can absorb some delay before they become a problem.

Why it matters: Float gives procurement teams negotiating room. A material tied to an activity with 15 days of float has a buffer; a material tied to a zero-float activity does not. Procurement risk should be prioritized by float, not by alphabetical order in the material log.

Lookahead schedule

A short-term planning view, typically 3 to 6 weeks out, that shows what work needs to happen, what materials need to be on site, and what conditions need to be in place for the next phase of construction. Reviewed weekly in most construction operations.

Why it matters: The lookahead is where procurement planning and field execution meet. If a material is not on track to arrive in time for its lookahead window, the team needs that signal as early as possible, not the morning of installation.

Pull planning

A scheduling method where the construction team works backward from a milestone (often a handover or commissioning date), defining each upstream activity and its prerequisites. Originated with the Last Planner System and is widely used in lean construction.

Last Planner System (LPS)

A lean construction planning method that emphasizes commitments made by the people who will actually do the work, weekly work plans, and percent plan complete (PPC) as a performance metric. Designed to make planning more reliable and to surface constraints earlier.

Takt planning

A scheduling method that breaks construction into repeating “takt zones” of equal work content and assigns each crew a fixed time per zone, similar to assembly-line production. Used heavily on multi-family, healthcare, and modular projects.

Liquidated damages

A pre-agreed dollar amount per day of delay that a contractor owes the owner if a project misses its substantial completion date. Common in commercial, healthcare, and public- sector construction. Daily amounts range from a few thousand dollars to hundreds of thousands depending on project size.

Why it matters: Liquidated damages turn schedule risk into direct dollar risk. A material delay of 30 days at $50,000 per day in liquidated damages is a $1.5M exposure, often dwarfing the cost of the material itself.

Time impact analysis (TIA)

A formal analysis used to evaluate the schedule impact of a specific event (such as a change order, late submittal, or material delay). Often used to support claims for schedule extension or compensation.

Schedule overrun

A project that completes later than its contractual completion date. Industry research consistently attributes roughly 50% of schedule overruns to procurement-related root causes (late material delivery, late submittal approval, fabrication delays).

CFCI (Contractor-Furnished, Contractor-Installed)

The standard procurement arrangement where the general contractor or subcontractor is responsible for both purchasing and installing materials and equipment. The default scope arrangement on most construction contracts, distinguished from OFCI and OFOI when the owner takes on procurement responsibilities for specific items.

Why it matters: CFCI follows the standard submittal-to-delivery procurement workflow. When OFCI or OFOI items appear on the same project, they create coordination exceptions that need separate tracking; CFCI provides the baseline against which those exceptions are managed.

OFCI (Owner-Furnished, Contractor-Installed)

Equipment or materials that the owner purchases directly and provides to the general contractor for installation. Common for medical equipment, lab equipment, kitchen equipment, audio-visual systems, and IT infrastructure.

Why it matters: OFCI items are an outsized source of procurement risk because the GC does not control the procurement timeline. The GC must coordinate around an owner- managed delivery date, with limited visibility into the order status. Most material logs handle OFCI poorly because the standard submittal-to-delivery workflow does not apply.

OFOI (Owner-Furnished, Owner-Installed)

Equipment or materials that the owner purchases and installs directly, often through a separate contract. The GC’s role is to coordinate access, sequencing, and integration with the rest of the construction work.

Embedded materials

Materials that must be installed early in the construction sequence and become inaccessible (embedded) after subsequent work covers them. Examples: in-slab conduit, concrete reinforcement, embedded plates for structural connections, in-wall blocking.

Why it matters: Embedded materials must be procured and approved on a much earlier timeline than the activity that “uses” them, because they enable layout, rough-in, and build-in conditions that happen weeks or months before installation. Most procurement workflows treat the install activity as the trigger, which is too late for embedded materials.

Skids (skid-mounted equipment)

Pre-assembled mechanical units consisting of multiple components (pumps, valves, controls, piping) factory-assembled onto a frame and shipped as a single unit. Common in mission-critical, healthcare, and industrial construction.

Why it matters: Skids require multi-component coordination at the fabrication site, plus on-site coordination for placement and connection. A single late component can hold upthe entire skid. Standard material logs treat the skid as one line item, hiding component- level risk.

Prefabrication

The practice of fabricating building components offsite under controlled conditions, then shipping them to site for installation. Includes everything from wall panels and bathroom pods to MEP racks and full modular building sections.

Modular construction

A construction approach where significant portions of a building (rooms, units, sections) are built offsite as complete modules and assembled on site. Common in multi-family, hospitality, and healthcare.

Field measurement

A workflow where a fabricator must measure as-built site conditions before producing a custom-fit component. Common for stair railings, casework, curtain wall infill panels, and architectural metalwork.

Why it matters: Field measurement adds a sequencing constraint that disrupts standard procurement workflows. The fabricator cannot start until the field measurement is complete, and the field measurement cannot happen until preceding construction is done. Field-measured items often need a separate tracking workflow.

Wall panels

Prefabricated wall sections (structural, architectural, or MEP-integrated) shipped to site for installation. May require field measurement, custom finishes, and multi-trade coordination.

Switchgear

Electrical equipment that controls, protects, and isolates electrical circuits in a building. Among the longest-lead-time items in commercial construction, with current lead times often exceeding 50 weeks.

Why it matters: Switchgear is a frequent project-killer. Missing the order date by even a few weeks can push energization and commissioning by months, which on data centers, hospitals, and labs cascades into massive schedule risk.

MEP equipment

Mechanical, Electrical, and Plumbing equipment, including HVAC, electrical distribution, and major plumbing systems. Often comprises the longest-lead-time and most procurement-sensitive items on a commercial project.

General Contractor (GC)

The primary contractor responsible for delivering a construction project, typically engaging subcontractors and suppliers and coordinating all field work. ENR (Engineering News- Record) ranks the top GCs annually; the ENR Top 400 represents the largest by revenue.

Project Executive (PX)

A senior leader at a general contractor who oversees one or more projects, typically managing project managers and serving as the primary client-facing executive. Common abbreviation in commercial construction.

Project Manager (PM)

The leader responsible for delivering a specific project, including budget, schedule, contracts, and team coordination. Reports to a Project Executive on most commercial projects.

Project Engineer (PE)

A junior project staff member responsible for day-to-day project administration, including submittal tracking, RFI management, material tracking, and document control. Typically the person who maintains the material log.

Why it matters: The PE is the primary user of any material tracking tool. Tools that ignore PE workflows (or that assume the PE is also the PM) tend to fail in real deployments.

Superintendent (Super)

The field leader responsible for day-to-day construction operations, crew coordination, and quality on site. Typically reports to a Project Manager.

Subcontractor (Sub)

A specialty contractor engaged by the general contractor to perform a specific scope of work (electrical, mechanical, structural steel, drywall, etc.). The subcontractor is often the party actually placing material orders.

Why it matters: Most procurement information lives with subcontractors, not the GC. Getting accurate, timely status from subs without forcing them onto a new system is one of the hardest problems in material tracking.

Joint venture (JV)

A formal partnership between two or more general contractors to deliver a single project, common on very large or complex projects (over $500M, mission-critical, or technically complex). Each JV partner contributes capital, expertise, and staff.

Why it matters: JV projects multiply coordination complexity. Both partners need procurement visibility, but neither will adopt the other’s internal systems. Tools that work well on single-GC projects often break down on JVs.

Owner

The party that commissions and pays for the construction project. Includes private developers, corporate owners, public agencies, healthcare systems, universities, and data center operators.

BIM coordination

The process of using Building Information Modeling (BIM) to detect and resolve conflicts between trades (clash detection), plan installation sequence, and coordinate prefabrication. Typically led by a VDC (Virtual Design and Construction) team or BIM coordinator.

MEP coordination

The process of coordinating mechanical, electrical, and plumbing systems so that ductwork, piping, conduit, and equipment fit within the building’s available space. Often the most complex coordination workflow on a commercial project.

Procore

A construction project management platform widely used by general contractors for document management, RFIs, submittals, daily logs, and contract management. One of the dominant PM platforms in North American commercial construction. (Procore documentation)

Why it matters: Most submittal logs already live in Procore. A procurement planning and material tracking platform needs to integrate with Procore directly, not duplicate data entry.

Autodesk Forma Build (formerly Autodesk Construction Cloud or ACC)

Autodesk’s project management and field collaboration platform, formerly known as BIM 360. In late 2025 Autodesk rebranded the suite to Autodesk Forma; Forma Build is the construction-focused module. Many teams still use the ACC name. (Autodesk Construction documentation)

Oracle Primavera P6

The most widely used scheduling platform on large commercial, infrastructure, and government construction projects. Capable of handling tens of thousands of activities and complex resource constraints. (Oracle Primavera P6 documentation)

Microsoft Project

A general-purpose scheduling tool used widely in mid-market commercial construction and on smaller projects. Less powerful than P6 for very large schedules but more accessible to non-specialist users.

vPlanner

A pull-planning and lean-construction software platform used by many general contractors for collaborative scheduling and lookahead planning.

Smartsheet

A spreadsheet-style work management platform that many construction teams use as a more capable alternative to Excel for material tracking, submittal logs, and other tracking workflows. (Smartsheet documentation)

Why it matters: Smartsheet is the most common upgrade path from Excel for construction tracking, and many sophisticated teams have built elaborate Smartsheet templates. These templates work well at the project level but hit scaling walls at the portfolio level and on multi-company projects.

Schedule adherence

The percentage of projects that finish on or ahead of their original schedule commitment. A leading indicator of operational excellence and a key metric in competitive bidding for repeat owner relationships.

Procurement-caused delay

A schedule overrun whose root cause traces back to procurement: late submittal approval, late material delivery, fabrication delay, or supply chain disruption. Industry research consistently attributes roughly 50% of all schedule overruns to procurement-related root causes.

Cost variance

The difference between budgeted and actual cost, typically tracked at the line-item, work- package, and project level. Procurement-related cost variance includes premium shipping costs, idle labor costs, and emergency sourcing premiums.

Margin erosion

The compression of project margin caused by unplanned costs, including expedited shipping, premium material pricing, idle labor, liquidated damages, and client concessions. Particularly damaging in a 4-5% margin business, where a single procurement event can move a project from profit to loss. Why it matters: Margin erosion is the financial expression of procurement risk. A project does not need to fail to lose money; it just needs enough small procurement-driven cost overruns to compress the margin to zero.

Early warning lead time

The average advance notice a team has before a procurement issue impacts the schedule. Teams using disconnected spreadsheets typically have hours or days; teams using connected procurement planning systems can have weeks.

Why it matters: The longer the early warning lead time, the more mitigation options are available, and the cheaper they are. A 4-week warning enables ground shipping; a 4-day warning forces air freight at 5x the cost.
